On August 6, delegates from the inaugural APEC Advanced Training Program for Leading Professionals in the Clean Energy Sector visited the “Guoneng Shared” platform off Nanri Island, east China’s Fujian Province. Developed by China Longyuan Power Group New Energy Co., Ltd. (Longyuan Power), a subsidiary of China Energy Investment Corporation Co., Ltd. (CHN Energy), the platform is the world’s first wind-fishery integrated floating platform.

During the visit, delegates gained firsthand insight into how offshore wind power and marine aquaculture can work together to promote sustainable use of ocean resources. Siti Aisyah, Assistant Secretary at the Ministry of Energy Transition and Water Transformation of Malaysia, said: “I feel so surreal to witness this kind of amazing technology that it’s actually possible to have this integrated: wind energy, and also with the aquaculture. It shows that the two can work together.”

The “Guoneng Shared” platform is deployed 30 kilometers offshore at a water depth of 35 meters, weighing approximately 4,900 metric tons. Equipped with a 4-megawatt wind turbine and lightweight flexible solar panels, it can generate up to 96,000 kWh of clean electricity per day, enough to meet the daily electricity needs of approximately 42,000 people.
The platform’s 10,000-cubic-meter hexagonal aquaculture area is powered by onsite green energy and equipped with remote monitoring, automated feeding, and fish health assessment systems. Built on a three-column semi-submersible structure secured by suction anchors and mooring chains, it withstood Typhoon Gaemi, which brought winds of up to Force 15 under China’s national wind scale standard, providing valuable data for integrated deep-sea development.
To support long-term offshore operation, the platform is equipped with an intelligent operation and maintenance (O&M) system that enables unmanned operation and real-time monitoring. Specialized anti-corrosion materials and emergency typhoon supplies further enhance its reliability under extreme sea conditions.
According to previous reports, in January 2025, “Guoneng Shared” completed its first harvest of 10,000 Daiqu-strain large yellow croakers, yielding 4,500 kilograms of fish valued at several million yuan. Combined with offshore wind power generation, the project demonstrates the potential of integrating renewable energy with marine aquaculture.
The integrated development model attracted strong interest and discussion among the visiting delegates. Moises Inda Gonzalez, Head of the Transmission Planning and Operations Services Department at Mexico’s Centro Nacional de Control de Energía (CENACE), highlighted the project’s potential value for Mexico. He noted that as Mexico explores new opportunities in offshore wind development, the experience gained from the visit could provide valuable insights into the feasibility of applying the wind power–fishery integration model in suitable coastal areas.
Pablo Bustos, an analyst with the Electricity Market Division of the Chilean Ministry of Energy, praised the platform’s technological innovation and ecological benefits, joking that he would be happy to try the seafood harvested from the facility if given the opportunity.
Longyuan Power has developed renewable energy projects in China and overseas markets, including the De Aar Wind Power Project in South Africa and initiatives in APEC economies such as Malaysia and Indonesia. Building on these experiences, the “Guoneng Shared” project explores the integration of offshore wind and deep-sea aquaculture to enhance marine resource utilization, providing insights for sustainable ocean development and low-carbon solutions.
The inaugural APEC Advanced Training Program for Leading Professionals in the Clean Energy Sector kicked off in Fuzhou, east China's Fujian Province, on August 5. The program brought together more than 30 government officials, researchers, and industry representatives from 12 APEC economies to exchange clean energy practices and promote regional cooperation.
